As Director of the Center for International Education at the University of Massachusetts, Amherst, I commend you on your desire to create a Center at Kyrgyz State University.
I would suggest that you start by considering some possible goals and ways to begin moving toward them. Is this a degree program, a means to facilitate exchange of students and faculty, or is it a way to engage all parts of the university in a growing awareness of the benefits of international linkages, or some of all these?
In any case I wish you luck in your important endeavor.
